How-to: create FTP Server in Windows 2008 R2

1) In the Server Manager, go to Roles and click “Add Roles”

2) In the Add Role Wizard, select Web Server (IIS) role to install
"Web Server" role in "Add Roles Wizard" 
3)  In Role Services leave the default and check FTP Server, FTP Service and FTP Extensibility at the bottom.

4) Click Next, follow the wizard and finish the role installation



5) Open IIS Manager from
Start > Control Panel > Administrative Tools > Internet Information Services (IIS) Manager

6) Expand the server, click "Sites", and click "Add FTP Site", give it a site name and configure the physical path as needed

 7) Binding and SSL Settings. In our simple case, we bind to all unassigned IP addresses and do not use SSL.

8) Authentication and Authorization Information.
Check "Basic Authentication" in order to give access to user with password. 
Also, in our simple case give to "All users" both Read and Write permission.
